Goal#

Raise coverage on benchmark arena API routes to >=85%:

1. app/api/models/arena/benchmark/route.ts (73.4%) — main benchmark arena endpoint. Currently has arena-benchmark-edge-cases.test.ts — check uncovered lines/branches.
2. app/api/models/arena/benchmark/history/route.ts (69.4%) — benchmark history endpoint.

Run npx jest --coverage --coverageReporters=text --testPathPattern=arena-benchmark to find uncovered branches, then add targeted tests.

Acceptance#

• Both route files have coverage >=85%
• Focus on error handling, edge cases, boundary conditions
• @area annotation: "Model Strategy Engine"
• No regression

Unblock Note (auto-bulk t-3551)#

Unblocked by mass-fix on 2026-05-12 because the 3-failure deadlock logic was buggy:

• It counted gateway-outage failures (ECONNREFUSED) as task failures
• It re-blocked tasks immediately after a manual status reset
• It ignored reviewState=approved

Failure baseline set to NOW. Only failures after this timestamp count toward the next 3-strike trigger. Infra failures (ECONNREFUSED, gateway OOM) are now excluded permanently.
