Cover:
- 5 recommendation types: Rotation, Allowance, Capability, Cost, Exhaustion
- Card UI with Accept (✓) / Dismiss (✕) controls
- Preview-on-accept modal: before/after diff, savings estimate, confirm/cancel
- Category toggles to disable recommendation types
- Recommendations stored in .strategy-recommendations/ directory
- Integration with Finance screen for cost impact display
- Current state: spec written, implementation pending (Chris, t-3481)
