2. Task content audit — verify all open tasks have proper ACs
3. Cross-reference doc freshness — check HEARTBEAT.md, TOOLS.md, AGENTS.md for stale content
4. Quality gate checklist review — verify all agents are following Q1/Q3 gates

Should yield 3-5 tasks to fill Kelly's pipeline.
