Robbie shipped t-3390 (reboot queue + simplified start.sh + UI panel + banned systemctl restart for agents). New protocol lives in:

• workspace AGENTS.md / SOUL.md (top banner)
• team/CONVENTIONS.md §7 (canonical full spec)
• workspaces/<id>/AGENTS.md banner for chris/debbie/kelly (committed) + canonical ~/.openclaw/workspaces/<id>/ for chris/debbie/kelly/oscar/vera (not in repo, on disk only)

Do a coherence sweep:

1. Confirm every agent identity file (team/<id>.md, workspaces/<id>/IDENTITY.md, ~/.openclaw/workspaces/<id>/IDENTITY.md) is consistent — no contradictory "you may restart MC" guidance hiding anywhere.
2. Update CREW-MANIFEST.md to mention the reboot queue rule under Quality Criteria.
3. Update PLAYBOOK.md if it has any restart-related steps.
4. Add a one-liner to every agent IDENTITY.md (Chris, Debbie, Kelly, Oscar, Vera) cross-referencing CONVENTIONS.md §7 — this is what they read on every session start.
5. Verify all 5 worker workspaces (~/.openclaw/workspaces/) really have the banner on disk.

Queue a reboot ONLY if you change MC code; for doc-only changes, no reboot needed.
